Rationing, Fines, Penalties, Care Forbidden to "Certain Patients"???

Call it by any other name, dress it up in flowery language if you will... it's STILL "Death Panels".

A FoxNews report says-

Obamacare Fines Begin For Hospitals That Readmit Sick Patients

Hospitals who re-admit patients within 30 days after they were discharged will now have to, under an Obamacare provision, pay fines as of October 1, 2012, which could force hospitals to slash programs that help the elderly, the poor, and the chronically ill.

According to a study, "about two-thirds of the hospitals serving Medicare patients, or some 2,200 facilities, will be hit with penalties averaging around $125,000 per facility this coming year."

At Breitbart they report the following-

...This provision was inserted into Obamacare as a cost-cutting measure, but it will force hospitals to give the poor, elderly, and chronically ill substandard care.

In addition, critics also note that "large teaching hospitals that are affiliated with universities" could be negatively impacted the most because these hospitals are often on the front lines in dealing with the elderly and the poor in addition to people who have mysterious illnesses who constantly need to be re-admitted to the hospital for urgent care...

Now let's ask some rational questions concerning this.

1. WHEN (not if) the elderly are by force of law (Obama-Care) denied health-care, denied access to hospitals, clinics, urgent care, doctors and medical treatment isn't that rationing?

2. WHEN the poor are by force of law denied health-care, denied access to Hospitals, clinics, urgent care, doctors and medical treatment isn't that rationing?

3. WHEN the chronically ill (cancer, heart problems, lupus...) are by force of law denied health-care, denied access to Hospitals, clinics, urgent care, doctors and medical treatment isn't that rationing?

4. And WHEN rationing of medical treatment is forcibly withheld BY LAW (Obama-Care) to the elderly, poor, and chronically ill isn't THAT installing a a Panel, a Bureau, a Group of people who determine who lives or dies via the care forbidden them BY LAW (Obama-Care)? 

5. And lastly, WHEN this happens would not such a Bureau, Group, Panel be rightly called a "Death Panel"?
